JOB VACANCY 

JOB TITLE: Programme Policy Officer (Social Protection) 

Location: Dar es salaam,  Tanzania 

PURPOSE OF THE ASSIGNMENT: 
The Unit is looking into recruiting a Programme Policy Officer (Social Protection) Consultant for a period of 11 months. Under the direct supervision of the Head of Programme and the general guidance of the Deputy Country Director, the Consultant will support CO in the broad areas of resilience, social protection and disaster management. The candidate will be initially based in WFP, with the possibility to be seconded part time to Tanzania Social Action Fund (TASAF). 

KEY ACCOUNTABILITIES (not all-inclusive): 
● Build a strong profile for WFP’s work in social protection, resilience and disaster risk management and response through active engagement in the national policy space in Tanzania, participation in the main meetings and coordination groups;
● Provide technical advice or mobilize technical expertise on programme and policy issues related to social protection, public works and government social safety nets;
● Lead the strategic positioning of WFP as a key technical support agency for the Tanzania Social Action Fund (TASAF) and its Productive Social Safety Nets Programme (PSSN-II);
● Establish and maintain operational partnerships with TASAF/PSSN-II and identify opportunities for collaborative approaches and initiatives;
● Act as Activity Manager for all activities under the CSP Strategic Outcome 4 in the area of social protection, public works programming, disaster risk reduction and climate change adaptation, including development of joint workplans with Government institutions and overseeing their implementation and reporting
● Contribute to resource mobilization efforts for the CSP Strategic Outcome 4, keeping up to date with funding opportunities in the area of Social Protection, Disaster Risk reduction and Climate Change Adaptation (including the Green Climate Fund and Climate Adaptation Funds); develop Concept Notes and funding proposals, clearly articulating WFP’s entry point and comparative advantage.
● Manage the preparation of project and donor reports in relation to all on-going projects under SO4; provide regular progress reports for both internal and external audiences
● Represent WFP in the Development Partners Group for Social Protection and in the UN Social Protection outcome group and other relevant coordination mechanism for Social Protection, enhancing WFP leadership status in such forums
● Guide and supervise more junior staff under Strategetic Objective 4 

DELIVERABLES:
● Contract execution and achievement of deliverables under WFP’s Technical Assistance Project to TASAF/PSSN-II for the design and implementation arrangements of a temporary horizontal expansion of PSSN-II in urban areas, working closely with TASAF/PSSN-II technical focal points, the service provider recruited by WFP, and key partners including UNICEF and World Bank
● Regular progress reports and updates for the Donor and for CO Management prepared 
● Regular meetings/workshops with key stakeholders for step by step validation of temporary urban cash transfer successfully organized
● Re-engage TASAF/PSSN-II Public Works arm as well as Ardhi University to redefine WFP support in this area, and come up with an updated Workplan, timeline and deliverables for WFP assistance to PSSN-II public work community planning process.
● Roadmap for the integration of WFP’s Community Based Participatory Planning (CBPP) tool into TASAF’s existing methodology prepared and validated by TASAF
● Hybrid version integrating WFP CBPP tool with TASAF/PSSN II methodology developed with support from RBN assets creation advisor, field tested and validated by TASAF
● Development of training modules/adaptations to TASAF current training materials to integrate hybrid tool
● National and regional TOT trainings on the new hybrid tool supported
● Local level trainings and planning for next cycle Public Works supported
● Draft a Social Protection Strategy for WFP Tanzania identifying entry points, building on the outcomes of WFP’s engagement with TASAF PSSN II under both the Public Works and Cash transfers technical assistance projects 

STANDARD MINIMUM QUALIFICATIONS Education, Experience, and Knowledge:
● Advanced University degree or First University degree with an additional relevant work experience and /or training / course.
● 6 to 8 years of relevant progressive work experience.
● Proven Experience in the resilience and social protection sectors required. Strong business writing and professional verbal communication skills.
● Highly organized with the ability to multi-task and prioritize.
● Strong problem solving and troubleshooting skills with the ability to exercise mature judgment.
● Strong attention to detail.
● High degree of discretion and diplomacy.
● Versatile and flexible team player.
● Outstanding team player.   

LANGUAGE:
● Fluency (level C) in English language mandatory; knowledge of Swahili an advantage
