JOB VACANCY 

JOB TITLE: Recruitment Specialist

Responsible to: Head of People and Operations
Location, Group & Function; Dar es Salaam 

Job Purpose: 
In this role you will be responsible for management of workforce planning, sourcing, interviewing and employment processes to meet VSO’s current and future demands, end to end recruitment of volunteers /employees/consultant. You will lead Employee relation and welfare, payroll, compensation and benefits management, if you have excellent recruitment skills and have experience in working with volunteers and staff from different cultures, this might be your job! 

Ideal Candidate will be Responsible for: 

Recruitment:
● Lead role in supporting programme and hiring managers in developing job descriptions
● Credible reference point for recruitment methodology in country. 
● Provide advice to partner organizations on VSO recruitment processes.
● Ensure preparation of job specific interview guides in collaboration with Hiring manager.
● Lead responsibility for the relationship management of the candidate at country office level Manage candidate communication in accordance with VSO policy and procedures
● Negotiate offers and finalize all employment terms and contracts in consultation with People Manager and hiring managers (as applicable)
● Monitor country office recruitment plans for each program and maintain status reports for reference by country management team and Global Recruitment and Selection Manager
● Provide the Country Director and Head of People and Operations with accurate monthly update On boarding (Sales Force)
● Ensure effective onboarding process for new employees and volunteers 
● Follow up on pre-departure training with relationship managers
● Update recruiting procedures (e.g. job application and onboarding processes)
● Maintain the candidate database (e.g. Updating contact information, candidates’ geographical location, and availability for new work)
● Prepare weekly reports to show tasks in progress, the number of candidates searched and the number of qualified candidates found 

Sourcing: 
● Support global Sourcing efforts by providing expertise on local labour market analysis, make contact with potential sources of skills and build resourcing partnerships.
● Work with programme development team in designing effective resourcing plans for projects and proposals.
● Track supply pipelines for country programs and communicate with sourcing team to address supply related concerns
● Coordinate with department managers to forecast future hiring needs
● Stay up-to-date on labor legislation and inform recruiters and managers about changes in regulations
● Participate in job fairs and career events
● Develop and implement recruitment strategies, tactics, funnels, and procedures.
● Communicate with the team to determine the effectiveness of recruitment plans.
● Build networks to find qualified candidates.
● Review applicants to evaluate their qualifications and whether they meet the position requirements. 

Employee Relations and wellbeing:
● Ensure that staff needs for their wellness are met including occupational health and safety. 
● Ensure employee files are kept in accordance with the VSO Data Protection and Confidentiality Policy. 
● Compile an annual leave plan for all Country Office employees; ensuring leave schedules are approved 
● Ensure leave policy is adhered to
● Plan and implement with the HOPO and managers the redeployment of staff accordingly
● Reviews and advices on all employee suspensions, demotions, and discharges to ensure compliance with labour laws, policies procedures, and acceptable management practices.
● Provides a range of work-related dispute resolution services as required, to include mediation, conciliation, negotiation, and/or formal arbitration.
● Develops amicable working relationship with employees, counsels and guides them on personal and work related issues through employee assisted programs
● Set up an infrastructure that support Health and safety at the work place
● Manage contract extension and conduct exit process for staff and volunteers 

Payroll and Compensation benefit Management:
● Ensure accurate and timely payment of salaries and Benefits and allowances.
● Work with HOPO and finance team processing Payroll and Volunteer Allowances.

Qualifications;
● Bachelor Degree in Human Resources, Social Sciences or related field with additional relevant courses and training, 

Experience and skills; 
● 3-4 years of experience in recruitment and HR Systems.
● Multiple years of experience in working with teams from diverse cultural backgrounds;
● Thorough understanding of Tanzanian employment laws;
● Payroll management,
● Ability to develop, implement and execute HR strategy;
● Ability to build rapport and trust relationships within all levels of the organisation;
● Experience in planning and time management skills,
● Able to work and meet deadline,
● Highly self-motivated person,
● Fluent in written and speaking English.
